Looks like something on your controller is stuck or alternatively on your joystick or whatever, I've had that sometime happen with me as well. Try and calibrate whatever it is you're trying to use, I know you may have done so in the past but try again. My steering wheel tends to like going sideways ...

Why don't you just try it and see? because yes that should work (providing you're not doing something else wrong like using the wrong region codes or something like that)

In order to get the emulator to stop receiving commands when you use something else you have to tick the option Pause when inactive (which you don't seem to want to do? Why?) or you could just pause the emulator yourself and set pressing the Ctrl button and the P button.
