GUI rewrite to Unicode
A notice.

We are porting the entire Windows GUI system to Unicode/UTF-16.

ANSI systems are no longer supported.

actually, this shouldn't change anything, we stopped supporting 9x ages ago when we did the D3D9 update. XP supports UTF-16 just fine.
