Controllers with limited PC support

Some wireless controllers that are compatible with XBCD under Windows XP are not useable what so ever under Windows 7, and possibly Vista.

So far, these include the
MadCatz MicroCon Wireless VID_0738&PID_4586 and
Pelican Eclipse (PL-2006)

This is not a fault in XBCD, but rather an issue with how the controller is implemented on the controllers host hub.

I do not have a full understanding of these controllers, so i do not know if the hub portion is contained in the controller or the receiver, but from what i can gather, the controller device simply will not turn on and appear as a connected device on the integrated hub.
